PROJECT TITLE - Freeing pavements for pedestrians; a Joy City Dual project (for pedestrians and street hawkers)
PROJECT VISION – Prevent Pavements from being usurped by shops and vendors
PROJECT MISSION - The mission of the initiative is the enhancing pedestrian’s joy (by making pavements available to them) and enhancing the joy of street hawkers and shopkeepers (by exposing them to bigger entrepreneurial opportunities including funding possibilities) and taking them away from vehicle smoke polluted roadsides.
OBJECTIVES - The immediate objective is to conduct an Awareness Programme, prior to which there should be some sensitization of the hawkers by social workers. The social workers need to talk to them for a considerable amount of time, let them understand the need for pavements to be free and let them know of the opportunities open to them and the congestion caused by them that lead to accidents. The social workers should be able to convince the hawkers to attend the Programme. The long-term objective is to have free and clean pavements; railway stations; smart and responsible citizens ; significantly reducing the number of accidents.
JUSTIFICATION FOR THE PROJECT - Chennai has one of the highest road fatalities because the local business people encroach onto the pavements and force the pedestrians onto the streets. A large pile of garbage can also be seen inside the station as well as outside ; the absence of enough trash cans leads people to litter on the roads. Therefore, the pressing need for such an immense undertaking requires not only the commitment of the people but also various groups in the community coming together for a purpose which is clearly transparent and absolutely necessary.
Most city streets (apart from the ones frequented by VIPs) are dirty, unhygienic and unkempt to sah the least. The problems faced in this area are : water stagnation at the entrance to the station and also on the roads during rainy season, uneven lay of pavements on the roads, improper drainage facility, two wheelers are parked on the pavements which are actually meant for pedestrians, people are urinating on the roads due to lack of public toilets, encroachment of the pavements by local shops and by street hawkers conducting business.
INTERVENTION STRATEGY - The methodology to emancipate street pavements is by sensitizing , equipping and empowering street hawkers and local shopkeepers to explore business opportunities and utilize funding(loans) provided for the development of their business (Stand up India or similar Programme). To involve government agencies like Chennai Corporation, Chennai Metro Water and Drainage, Police, Southern railway authorities. A survey of the number of hawkers and what they are selling and the syndicate funding them is to be studied.
• The targeted groups are the street hawkers, local shopkeepers and the pedestrians.
• The goal is to clear the pavements for the pedestrians, reduce the congestion on the road, cleaner station premises and adjoining road.
• The cooperation of police and civic authorities are roped in. The digital media can be utilized effectively to provide the required evidence
• This project aims for the transition of hawkers to ones with better entrepreneurial activities / opportunities, thereby gradually eliminating street hawking and save the pavements for pedestrians
